About Pact for Skills in Tourism
The Pact for Skills is a strategic, long-term initiative by the European Commission aimed at driving the upskilling and reskilling of the workforce across key industrial ecosystems. Tourism is one of them.
The Pact for Skills in Tourism offers a collaborative platform for organizations dedicated to strengthening workforce skills within the sector. It aims to address current and emerging challenges by promoting cooperation among stakeholders for upskilling, reskilling, monitoring and anticipating skill needs.
Within this framework, a Large-Scale Skills Partnership (LSP) is established, consisting of public authorities, industry leaders, social partners, Small and Medium-sized Enterprises (SMEs), Vocational Education and Training (VET) providers, Non-Governmental Organizations (NGOs) and tourism professionals committed to the sustainable growth of the sector. It has already been joined by over 100 members.
Visibility and concrete impact of the Pact for Skills in Tourism LSP includes presence at international fairs, conferences, regional events, and direct outreach to over 2000 stakeholders.
Objectives
The Tourism LSP work and objectives are defined in a Baseline Document that provides a summary analysis of the situation and the main lines of action. It has set an ambitious goal: to upskill and reskill 60% of the tourism workforce by 2030. For this reason it sets the vision of 12 objectives and indicators to be achived by 2030 across Europe.
Main 12 objectives and indicators:
1. Establish National/Regional Skills Groups in all tourism regions of Europe, involving all key stakeholders.
2. Upskill and reskill 10% of the tourism workforce annually from 2022 to 2030, addressing current and future skills gaps.
3. Ensure 100% awareness of upskilling/reskilling needs among workers and employers, and achieve 50% coverage of effective career guidance and support services.
4. Engage workers and their representatives in designing, planning, implementing, and evaluating training initiatives.
5. Expand blended learning models (e.g., apprenticeships, internships), especially for green and digital skills.
6. Increase up/reskilling activities and participation by 40% for the employed workforce, and by 80% for unemployed until 2025.
7. Raise the number of successful training certifications by 10% per year.
8. Integrate informal and lifelong learning outcomes into formal qualifications.
9. Achieve an average of 50 hours of training per participant per year.
Activities à Workgroups

Each group has a Coordinator that calls for meetings oversees the activity progress, assigns tasks to the WG members, takes meeting minutes and preparest he follow-up reports.
